چیت‌چیان، وزیر نیرو، در «کنفرانس ملی اقتصاد آب» که در پنجم مرداد برگزار شد، گفت: «قیمت‌های پایین فروش آب موجب شده تا مردم برای مصارف خود حدی قایل نباشند». لزوم گران کردن آب، موضوعی است که در دولت یازدهم پیوسته توسط وزارت نیرو، شرکت‌های تابع آن، و اقتصاددان‌های مدافع «بازار آزاد» تبلیغ می‌شود. اما به نظر می‌رسدکه در پس این شعار ظاهرا درست، این نیت نهفته است که مدیریت ناکارآمد و پراشتباه منابع آب که علت اصلی به وجود آمدن مشکلات مربوط به آب است، لاپوشانی شود.
